I think there needs to be a general graphics forum like this one but I think it suffers from a problem I've seen a few times before when new forums are created.
The creator had a great vision of a meeting place, carefully planning what categories that would be needed then released it saying; here you go, fill it.
Now there are very many categories, most of them with no posts.
A newcomer sees a large empty forum and get the feeling that this is a dead palace.
Why not reduce the amount of categories to a few main ones, photo, illustration, animation, fonts etc and skip subcategories for now?
Then the forum will not look as large and empty and people might have the courage to post here.
Then as there are more posts coming you can expand and add categories as they are needed.
I would love to use this forum but right now it feels a bit intimidating.
